It takes a random sample of pool IPs and measures four things — cleanliness (Scamalytics fraud-risk, datacenter, blacklist and geo-accuracy), latency (Cloudflare edge and ip-api round-trip), rotation (unique IPs, ASNs and /24 subnets) and throughput (download speed and time-to-first-byte) — then reports each one.
